The Secretariat hereby promulgates the permanent neutrality of Vergašova Ada. All diplomatic actions shall prioritize the preservation of ancient Mesopotamian memory and the rigorous ecological protection of Danube riverine habitats without recourse to militarized assertion.

In accordance with humanitarian principles, the territory offers unconditional sanctuary for cultural preservation and scholarly research, standing apart from regional territorial disputes while maintaining strict adherence to international legal norms.
